CA OKs Driver's License to Undocumented Youth - Immigration Law ...

To complement Obama's policy allowing certain undocumented youth to apply for work permits, California will also permit those youth to get a state driver's license.

Governor Jerry Brown approved the bill on Sunday which will allow hundreds of thousands of young undocumented immigrants to apply for a driver's license in California. The state is the first in the nation to extend this privilege to youth newly eligible for work permits.

Many are praising the law as a positive move for both immigration reform and public safety. But not all California law makers are happy about the new legislation.

Some Republicans in Sacramento have already criticized Brown's decision to sign the bill stating that immigration is a federal issue, reports the Los Angeles Times.

The bill's purpose appears to primarily be public safety, according to a statement by its sponsor, Assemblyman Gil Cedillo. Allowing these youth to get driver's licenses will mean that they can get insurance for their vehicles to protect themselves and others in the case of an accident.

It also provides them with a means to legally get to school and work if public transportation is scarce, something important for this group which was only just given the ability to legally hold jobs.

Still, immigration policy is a part of this new bill.

Governor Brown believes the bill is an obvious next step in creating a path to citizenship for these young people, according to a statement by his spokesman.

While immigration is often the concern of the federal government, in some cases it isn't necessarily an exclusive power.

When it comes to issues under state control, such as driver's licenses or law enforcement, states can make their own decisions with regard to certain immigration policies. So long as the policy doesn't unfairly discriminate against immigrants or provide them with citizenship rights, it generally falls within the state's ability to legislate.

A driver's license isn't a benefit of citizenship. Any legal resident can receive one.

If the law is preempted by federal law or the Constitution it could be taken down by a court. But so far it doesn't appear anyone is planning to mount a challenge to the law.

This isn't the first time California has tried to extend drivers licenses to undocumented people living in the state, reports the Los Angeles Times. Cedillo proposed a similar measure in 2003 which was repealed after a voter backlash. So far it doesn't appear that this law will suffer the same fate.

Cops: Minneapolis gunman lost job over performance

MINNEAPOLIS (AP) ? The gunman who killed five people at a Minneapolis sign company last week was fired for poor performance and lateness just moments before he started shooting, and two top managers who tried to stop him were shot during the struggle, police said Monday.

Investigators released a timeline of the rampage at Accent Signage Systems along with background about gunman Andrew Engeldinger, including that he'd never threatened anyone at the company and his only contact with local police had been as the victim of property crime.

The timeline shows that Engeldinger worked his normal shift last Thursday, then was summoned to the office of operations director John Souter. Engeldinger, who had been reprimanded in writing a week before, went to his car first.

Engeldinger, whose family has said suffered from mental illness, was fired during the meeting and handed his last paycheck ? then he pulled out a gun.

Souter and Rami Cooks, another top manager at the meeting, struggled with him for the weapon and were both shot; Cooks later died, and Souter remains in serious condition at a local hospital.

Although Engeldinger dropped a partially loaded magazine during the struggle, he was able to reload, according to police.

The 36-year-old Minneapolis man then shot company owner Reuven Rahamim, who had just stepped out of his office next door, and walked toward the other end of the building. He shot employee Jacob Beneke in the sign display area, while employee Ron Edberg and UPS driver Keith Basinski were both shot in the loading dock. All four men died at the scene.

Engeldinger then walked into the production area where he shot production manager Eric Rivers, who remained in critical condition Monday, and grazed another employee whose name has not been released.

Police believe Engeldinger then went to the basement and fatally shot himself. Officers found his body near a Glock 9 mm semi-automatic pistol.

The rampage was Minnesota's deadliest workplace shooting.

Police said managers had talked to Engeldinger about his performance and tardiness problems before, and reprimanded him in writing the week before the shootings.

"He was told at that time that his performance must improve immediately or he would be terminated," police said in a statement.

Investigators found no information showing he had threated anyone at the company before, the statement said. His only prior contact with Minneapolis police was as the victim of three property crimes from 2005 to 2011: damage to a motor vehicle, auto theft and theft from an auto.

Police said Engeldinger, who acquired two guns legally about a year ago, practiced shooting at the Burnsville Rifle and Pistol Range. The company's website said the range wasn't open because of a July fire. Reached at home, owner Susan Laven said the company had no comment.

The shooting range's website says it offers a "Basic Pistol" course for people with little or no experience with handguns. The range also offers a concealed-carry class that the state requires for anyone who wants to get such a permit.

The police statement said a search of Engeldinger's home turned up another loaded Glock 9 mm, spare Glock magazines, several boxes of ammunition, an ankle holster, carry permit application materials and certification that he had completed concealed-carry training. Police also found shipping boxes that could have held around 10,000 rounds of ammunition.

Police said they expect to wrap up their investigation this week.

    Russia pushes Facebook to open research center

    MOSCOW (AP) ? Facebook head Mark Zuckerberg was in Moscow on Monday, where top officials were pressing him to expand the company's operations in Russia.

    Russia's communications minister tweeted that Prime Minister Dmitry Medvedev urged the social media giant's founder to abandon plans to lure away Russian programmers and instead open a research center in Moscow.

    A Facebook spokeswoman, who refused to be named because she wasn't authorized to discuss the matter with the media, said the company has no immediate expansion plans for Russia.

    Zuckerberg, who ditched his trademark hoodie and jeans for a suit and tie for his meeting with Medvedev, was visiting Russia on a world tour of programming contests to identify new talent.

    Russian Web companies often command larger shares of the domestic market than their U.S. counterparts. Facebook has roughly 9 million users in Russia, while domestic clone VK has around 34 million.

    Medvedev has cultivated a tech-friendly image since launching his modernization program while president of Russia from 2008 until this May, when Vladimir Putin returned for his third term as president.

    Chamber launches voter mobilization effort

    (AP) ? The U.S. Chamber of Commerce, which has spent tens of millions of dollars on television ads to help boost Republican congressional candidates, launched an extensive effort on Monday to mobilize voters.

    The pro-business lobbying group unveiled VoteForJobs2012.com, a website designed to educate voters and get them to the polls. The site will include voter registration forms, absentee ballots and polling place locators. It also will include information on House and Senate races and a comparison of the candidates on the issues.

    "We are working harder than ever to make sure voters in every state, district and precinct know which candidates have a record of fighting for pro-growth policies that will revitalize our economy and put Americans back to work," said Thomas J. Donohue, president and CEO of the Chamber, in a statement.

    The website is part of the Chamber's effort to get out the vote and comes in addition to its wave of television advertising.

    The Chamber has spent more than $19 million on ads this election cycle, much of it targeting Democratic candidates. It is expected to spend millions more in the next five weeks before Election Day. It recently bought $2 million in ads in Florida to challenge Democratic Sen. Bill Nelson and $390,000 in North Dakota to air spots against Heidi Heitkamp. The Chamber also invested about $3 million in California for commercials going after eight Democrats in House races.

    Among the Chamber's top Democratic targets are Nelson, Virginia's Tim Kaine, Ohio Sen. Sherrod Brown and Montana Sen. Jon Tester. The Chamber also spent more than $800,000 in Maine on ads criticizing independent candidate Angus King, who is locked in a three-way race to replace Republican Sen. Olympia Snowe. If elected, King is likely to caucus with the Democrats.
